Appleton Housing Authority

Mission: The Appleton housing Authority exists to promote equal access

CAP Services

Mission:
To help low-income people become economically and emotionally
self-sufficient.
Program Description: Skills Enhancement Program--Provides educational opportunities for working poor individuals with the goals of increasing earned income and advancing careers. Financial assistance with tuition, books, childcare and transportation. Must reside in Outagamie County, Neenah-Menasha, or New London. Youth Employment Program--Provides paid work experience and educational opportunities for disadvantaged out-of-school youth ages 16-21. Must reside in Outagamie, Waupaca or Calumet Counties. Childcare and transportation assistance available. Home Buyer's Assistance -- Provides down payment, closing costs and rehabilitation assistance to low- and moderate-income households in Outagamie and Waupaca counties. Self-Employment--Provides low- and moderate income entrepreneurs with technical and financial assistance in starting or expanding a business. |
Community Outreach Temporary Services (COTS)

Mission:
Ending homelessness in the Fox Valley Program Description: COTS, Inc. was founded in 1999 by Father Orville Janssen to assist the poor, disadvantaged and homeless. Our intent is to positively impact the quality of life in our community by providing homeless individuals an affordable place to live, food, training on living skills, and assistance toward reaching their goals. COTS, Inc. is a non-profit 501(c)(3) organization that provides temporary transitional shelter (up to two years) for homeless people in Outagamie, Winnebago and Calumet counties. We currently have 41 beds available to serve homeless men and 17 beds to serve homeless women. Those interested in applying for housing at COTS must have an ability to pay monthly program fees of $260 and agree to abstain from alcohol and drug use, attend the living skills program, work on individualized goals and follow all house rules, including completing a daily chore. |
Emergency
Shelter of the Fox Valley, Inc.

Mission:
The mission of the Emergency Shelter is to provide temporary shelter and
services to homeless individuals and families in a safe environment while
giving guidance toward independence. Residents have access to food,
lodging and support services. All residents must comply with our admission
criteria (no drugs or alcohol, no weapons, etc.) and follow our house
rules. All residents must work with a case manager to plan for independent
living. All residents will be asked to participate in daily house
chores. Residents will have access to on-site mental health
counseling services, financial counseling, job placement and counseling,
housing placement and counseling, education (GOAL Lab), and referral to
health, day care and other such providers of assistance.
Program Description: Three services are provided by the Emergency
Shelter: The Emergency Shelter is open 24 hours a day, 365 days a year. Anyone in need of safe shelter should come to the Emergency Shelter located at 400 N. Division Street (across from the Appleton Post Office). No person under the influence of non-prescription drugs or alcohol will be admitted. |

application of sound financial principles. FISC is the acronym for
Financial Information and Services Center.
Program Description: FISC offers personal and practical solutions to improve communication about money issues, increase security and decrease worry about finances, tools to invest time and energy in your family, gain control with a spending plan, eliminate debt, start saving and investing, sort through the issues and determine your choice of options and the consequences, and debt repayment plans for clients to pay back creditors. FISCally responsible people are happier, healthier, enjoy life and are better employees. FISC helps people of all income levels with a wide variety of financial concerns from offices throughout northwest Wisconsin staffed by caring professionals. FISC teaches financial principles. We do not make loans, offer insurance, or sell investment products. Debt repayment plans are voluntary programs. You decide what you will change. |

Mission: Established in
1984, Harbor House Domestic Abuse Programs is a community based
organization offering 24-hour a day services to families experiencing
violence. It is our mission to lead a community wide partnership in the
prevention of domestic abuse and to offer safety and support to diverse
families in crisis.
Program Description: Harbor House services that are available to area families include the following key programs: Shelter Program--a safe place, 24-hour crisis helpline, emergency transportation; Children’s Program--individual and group support, advocacy, education; Women’s Program--individual and group support, advocacy, education and referral; Community Education Program--prevention education (primarily in schools), training for professionals and businesses, community presentations; Domestic Violence Intervention Program--perpetrator assessments, education sessions, monitoring of treatment programs &; Volunteer Program--opportunities for ongoing adult and teen involvement. All services are free of charge. |

Kaukauna Housing Authority

Mission: Kaukauna Housing Authority promotes

Program Description: Low income rental units for eligible elderly and disabled with structured and support services offered. Rental assistance for low income individuals and families in communities of Kaukauna, Kimberly, Combined Locks, Little Chute, and Freedom. Office hours are Monday through Friday, 8:00 A.M. to 4:00 P.M. |
LEAVEN, Inc.

Mission: "LEAVEN
works through volunteers to assist persons in crisis who have basic needs
that cannot be met elsewhere." Program Description: LEAVEN provides emergency financial, referral and service coordination assistance. Help is provided with housing, transportation, utilities and a few other basic necessities. LEAVEN serves all of Outagamie and Calumet Counties, and the Neenah-Menasha area of Winnebago County. Financial help is provided to those who have no other resources to draw from, when assistance will forestall eviction, utilities shutoff, or other significant problem, and in circumstances where help will guarantee at least one more month's occupancy (or other problem 'solution'). LEAVEN does not provide ongoing help - assistance is usually limited to once every six months. Gifts from individuals, churches, foundations, businesses and others provide most of the funding, and over 150 volunteers provide most of the labor, that enables LEAVEN to serve Fox Valley communities. |

Program Description: The Economic Support Division provides financial assistance to residents of Outagamie County who meet the financial and non-financial eligibility criteria for the following programs: Wisconsin Works (W-2), Medical Assistance, Food Share, Child Care Assistance, Refugee Assistance, Emergency Assistance, Wisconsin Home Energy Assistance, and County Burials. |

Winnebago County Housing Authority is to assist the community in meeting
the need for adequate and affordable housing opportunities for all people
with a primary focus on service to low income households.
Program Description: HUD Housing Choice Vouchers to fund rent subsidies to private landlords renting to approved low-income households. Sixty rental apartments scattered in Neenah and Menasha for low income persons where rent is based on 30% of household income. Home ownership subsidies as grants and/or loan for downpayment and rehabilitation assistance for low income households. |
